When they are talking about permits and drive licences, they usually use "issuance".

In this document, I have noticed the field in wich it reads:

"Issue/Reneval:   13-09-2009

Expiry:               29-07-2019 "

What means that on 13-09-2009 was that in wich the first licence was issued, or the issuance of her/his permit (albeit it doesn´t use the words in the document itself).
