Mensagem:  Using my poor reasoning, though, I'd say both expressions are equivocal. Puffy eyes sound like olhos inchados and bags under the eyes sound like bolsas sob os olhos. None of the expressions describe (or describes?) properly the dark color under some people's eyes.
