Standard Time is the hour WITHOUT the change required for Daylight Savings Time.  If "Daylight" in the name of a time zone is used, then it means that Daylight Savings Time is being observed there.  This difference may sound minor unless you are running a railroad, trucking business, bus service, airline, etc.  Or if you're calling your mother-in-law out of state to ask for money.  Then it becomes pretty doggone important.
