Assunto:  Traffic Jam Vs Congestion
 
Mensagem:  I would say that "traffic congestion" refers to heavy traffic that affects negatively normal traffic flow.  A "traffic jam", however, is when traffic has been halted completely but temporarily due to an accident, construction work, etc.
