I like 2 best. Instead of saying 'who required', you could leave out 'who'. I would also take exception to the word 'only' which popped up in sentence 2. You could leave that out or replace it by 'a staggering'. If it were so, would you say: "Only 30 percent of Brazilian tourists are sent back to Brazil from Spanish airports ?"
