In charge is the more generic way, you can use it sparely.

Reading an Australian form (from the Education Department) I gather that they make distintion between,
Person-in-Charge and Responsible:

Person-in-charge of a child or relation- Pessoa diretamente (tipo pai e/ou mãe) que usualmente responde pelo infante,  digamos, diariamente (and diuturnamente).  A que administra suas atividades diárias.

Responsible of a child or relation - Qualquer outra pessoa que não a diretamente responsável, ou seja, qualquer que tem delegada a autoridade de instruir e tomar decisões a respeito da educação da criança e cuidados em realação á mesma.
